Yes... when the house is practically new, you won it in a competition, you were left it and don't desperatley need the money or you don't have the funds to fix it up and desperatley need the money.

No... pretty much for every other circumstance. At the least, mow the lawns wash the windows and remove the 'dogs playing poker' paintings on the walls!
